Webservice

- For each agency, webservice should return bounding box.  If not defined in DB, requery source of data for agency routes and compute bounding box on the fly.

- Webservice should not return any routes that do not have a defined service.
- Webservice is returning error "Unable to materialize StopId.... make sure your table has an Id column......"
- Return stops sorted alphabetically or numerically by something
